It's the standard AEGEE Summer University rate for two weeks, including 2x meals per day, hosting, local transportation (including trip to Novgorod).

You will never make it for the same price on the same terms alone. It takes a lot of effort and voluntary work from local students to make it 140 euros, not twice more expensive. You're free, however, trying to prove it's wrong.
