Also, I don't think Arab immigration into the land started exactly in 1917-1918. I have been unearthign earlier and earlier evidence of increase in Jewish immigration (the immigration itself was always there), right now I am in early 19th century.
It would be reasonable to expect it to produce an economic mini-boom and attracting neighboring people even then, just as it did later. Through 19th and early 20th centuries, both Jewish and non-Jewish immigration was more-or-less steady and growing (minus plagues, massacres, earthquakes, etc.)
