Why are you saying he couldn't sing in key back then? If you really knew TH-history, you would know that he had surgery long AFTER this performance was shot (In April 2008). This is live because Bill kan actually sing live and the EMA's never do singback/playback performances. If you listen to the actual recording of "Monsoon" you will be able to tell that there are small differences

I've seen several live performances of him and he sings very well in those moments ... he was very nervous before this performance but still he sang so well that people can not distinguish ... There are materials that protect the instruments from the rain ... special yarns from the rain ... many television news are made in the rain ... and the camera and the microphone works ...

Back then, he had vocal chord problems and was not allowed to sing live unless absolutely necessary. He never sings "just like the CD", never has and never will, and I haven' ever heard him sing the second HEY live either because his voice just can't take that. They're still a good bnd, pioneering in Europe, but they used to playback often.
