In the time that St. Paul wrote this letter, the Old Testament were the only scriptures. Thus by your way of thinking, you should only read the OT. You cannot pick and choose Scriptures to support you views. All scripture must be taken into account.

Okay, then why does St Paul say that the Church of the living God is the "Ground and Pillar of the Truth" (1 Timothy 3:15)?

The bible is just a book and I always say it saves noone, only accepting what Christ did for us can save us. I agree, but in many places in Acts it is scripture that worked. The Ethiopian eunuch on the road to Damascus who meets Phillip is reading Isaiah. When Phillip explains to him what the scripture means, he gets baptized and is saved.
