At a hearing people are free to stand up and express their opinions. That freedom is protected and is called freedom of speech. But is a hearing the appropriate place to exercise the freedom to assemble (right to protest) as in this case? I'm under the impression that hearings are accorded rules that allow free, orderly speech. Whereas protests, which are by nature loud and dynamic, would be at odds with such rules. Am I wrong? Or is this direction we want all hearings in our land to go?

If you're in a public assembly, there are civilized rules to follow. The crowd was warned multiple times that being loud and disruptive wouldn't be acceptable. That its the landlords property does not mean he can walk in any time he wants. Those serving in the 'House' were voted there, and can't do their jobs if the assembly is constantly interrupted by loud protests.

The state of collapse in CA has much to do with a conservative property tax law passed in 1978 (wiki prop 13). Generally it was pretty good for CA's sparsely populated inland/rural areas; and quite hard for very populated coastal/urban areas -- in terms of home prices, school funding, and budgets for basic and emergency services. Enter a regressive sales tax, many bond acts and an obsession with building tax-generating projects, instead of homes.

Might there be a political/private partnership dynamic that could bring about more mid-income jobs (jobs which might also be more interesting for young people to remain in-state for) while still keeping taxes "fair"? Here in California tax laws do not allow a state deduction for federal taxes; yet young people stay and even move here, even with ridiculous real estate prices. It's tough for all young people, but CA has a diversity of job opportunites and a diversity of housing options.

Iowa offers tons of tax exemptions (aka credits), If these rubes would stop wasting their time whining about petty "taxes on taxes" and learn what their government actually offers them, they'd have plenty more than what they're demanding.
