It fluctuated widely in a semi-predictable manner over a 100+ year period and just happened to be a little bit more valuable at the end of that period than it was at the beginning. I would not argue that the dollar as it was from 1787 until 1913 couldn't of been greatly improved, just that the Federal Reserve wasn't that improvement.
The relevance is that during the 100+ year span....the Dollar lost value 3 times due to the 1st Central Bank, 2nd Central Bank and during the Civil War when fiat money was printed...
Other than those instances, any 1-2% flucctuations were based on market factors not a central entity doing what it sees necessary; but on millions and billions of transactions saying what is necessary for value and interest rates.
