What the cops need to remember is that everyone has a camera. I don't care if what they are doing is right or wrong, if you think force is justified or not, that's not the issue. The issue is that you can lose your entire career over some dumb shit you did that someone got on tape or their cellphone.
It is both dangerous and stupid for a cop to let disobedient protesters touch them physically or get too close. The cops were seriously outnumbered and needed to maintain control of the crowd. Protesters refused to obey direct lawful orders to disperse and move back. The police had no choice but to use force.
