Well, here's the story... since #29 and #4960 were upgraded with new exhaust systems, they could pull longer trains than 18 could (#18 is only good for a 6-car train; the others are good for 7-10 cars).
#18 was sold in 2007 to the Rio Grande Scenic Railroad in Alamosa, CO, where is operates today...
what ever happened to 18...why is it on display?

yes... 4960 is occupying #18's spot and is now covered in snow and ice... Millions of manhours and money gone down the drain...
