Personally, I would say you need a mixture of both. One is no good without the other. You can have the greatest content but who is going to find it? You can have the best high quality links pointing to your site but if there is nothing worth reading, grabs your attention, stimulates your mind, learning from or purchasing who is going to come back? Not quality visitors. Relevant links, with relevant content :)

Saying that good content attracts links is only half true. If you have no back links and rank low in Google then chances are you will never get the traffic that would get you the backlinks. It is chicken and egg. Great content+no traffic=dead site
@MrDaveFelton I would say a little less than half in a lot of cases. I've seen lots of sites with poor content do great in the search engines and make lots of money because they ave the product at a low price and great SE ranking (because of a great link profile) .
When it comes to SE ranking links beats content hands down every time.

I can verify this really works. I have a page that is currently ranked #2 for two main keywords, besides the over 1,000 long tail keywords it pull hits from. I have never requested links from ANY web site or done any link exchanges. Others just like the page and naturally link to it. It often comes up as an answer in Yahoo's Answers too. Good content attracts 1-way links that are often good PR links as well. Focus on good unique dynamic content and theres a good chance the SEO will happen easily
