It's apples and oranges really. Where in Portal were you actually scared to move around? SS2 was a survival horror game and for that purpose Shodan was perfect. Portal was more of a parody and was never meant to be really scary.

They're both great games but the reason people get defensive about System Shock was because of the amazing writing and even excellent voice acting (shocking in a video game at that time.) The TTLG games (SS and Thief) are some of the best games ever made in their genre.

Really, all are equally awesome, just for different reasons. HAL is awesome because of his lack of care. He would do anything to complete his mission, no matter the consequences. SHODAN was frightening, and her eerie voice and lack of care for you while still knowing she needs you made her seem god-like. GLaDOS' monotone, passive-aggressive voice and constant glitches led you into a false sense of security, and her fall to madness at the end of the game made her more diverse
