A common problem on Fiestas with climate control. On the loer dash panel to the right of the centre console, you'll see a small air vent. behind this vent there is a temperature sensor and a small fan. the sensor constantly needs to monitor the inside temperature of the car, so the fan is always running when your in the car. It's the fan running out of balance/ or bad bearings thats causing the buzzing noise. Mines the same, annoying but should be a warranty fix.
The group "sensor-fan" was vibrating against a plastic.
I opened the consolle and I had put a rag under the sensor of the climate..
So I solved the problem permanently.

the capacitor is in the right wing of your car (rite at the front)..tell them there fuckin retards.
