The random encounter mobs level up as you do, but I can't be too sure if the bosses do. Either way, that'd probably just make it easier, what with all the extra GF abilities you're giving yourself access to simply by giving them EXP/AP.
Never played FF8 that much, completed it once thats about it, but don't the bosses level up with your character(s)? If thats the case wouldn't leveling up be more of the challenge?
