Never thought to sell them. I wouldn't even begin to know what to charge. I believe it was a Simplicity pattern. Not that hard to follow if you have a bit of time
It's just a piece of the same fabric sewn in half then. You fan it at the same intervals as the skirt gather. Sew the fanned sections together and then attach to skirt. You cover the place where you attach it to the skirt with buttons covered in the same fabric.
You gather the material between two points on the skirt just like you would to make a gather on a skirt.(Make two lines of a larger spaced stich then pull on the top threads and it pulls it up.) Only it's going up and down the skirt instead of around. Pretty easy really. I was a little worried when I first looked at it but it wasn't that bad.
