I disagree. If you are willing to cross a freezing river for a tarp, then you must figure you are a long ways from civilization. A few days in cold, wet boots it terrible for your feet as he has pointed out in other episodes. Also, I spent my childhood wading through rivers fishing; I never wore shoes, and I can't remember ever cutting my feet. At the very least, it seems to me that soaking your boots for a tarp would not be worth it. Risking a foot cut is debatable.

Think what the tarp can provide though. He could string it up for shelter or use it as a game trap/snare or even to create a hull for a boat or raft. In the are that he is there would be plenty of game and water so he could wasily just stay in one spot for a day and let his boots and clothes dry.

It's called Little River Canyon. There's subdivisions on one side of the canyon, and a parkway on the other. If you saw the entire episode, you saw Bear actually get dropped off at an overlook with ample parking. The waterfall he jumped off of was actually upstream of all the other shots too.
