how stupid....voltage drop is when the voltage is reduced by some kind of resistance against flow of charge (electrons) most cases caused by impedance(magnectic field) or resistance, the drop she has there is a conection drop...lol....your circuit is not continuous...silly billy....
I don't understand your circuit ! where the negative wire is ? and where it go ? when test a circuit drop record all curcuit with more light in the room and all circuit from Digital Multimeter to circuit board
what I don't under stand is that you are going from a plus to a minus with the same lead prob with out getting a spark it mite be a little more helpful if we see the wire hookup and we see ware the ground prob is
WOW, great observation!!! Actually, the circuit was "switched on" but the bulb did not work because of a 12 volt drop on the ground side of the bulb. The bulb should have been lit but could not because of the failure.
this is not an actual voltage drop test.

Voltage drop is the best method for diagnosing MOST electrical faults. Honestly, dont know many techs who understand this unfortunately.
