I remember this one time I was fighting Kessler with Hero Ranking, a glitch happened and civilians were walking INSIDE the battlefield and were like cheering for me as I ran by them. What was really funny was that Kessler's beam was still able to fry them even though it was a glitch. Also every civilian who got fried by Kessler started doing the makarana and for some reason were stuck in that position the whole fight. I was laughing the whole battle.

The thing is, on Hard difficulty, Kessler dodges ALL attacks except for Arc Lightning, Overload Burst, and your basic Lightning Bolt. Basically, get ready to dodge left and right hundreds of times over, and prepare your index finger for mashing the R1 button just as many times as you can.

Use Megawatt Hammer on him when he's stunned. And Polarity Wall can block his lightning attack making for less dodging.

Also, he does dodge Shock Grenades all the time. Even if you stick him with one when he's stunned, if he teleports before it detonates, it's not hitting anything.
