I've noticed in a lot of older cartoons they do that "FRANKIE !" thing a lot. Who are they talking about ? There were lots of popular celebrity figures with that name is there one in particular or are they just doing a parody of famous men ?

In this cartoon, Little 'Tinker, the operatic song at 2:27 is Bill Roberts, but the other vocals are by someone else.
