I've been searching for this video for years and I'm elated that I finally found it. First saw it in Basic Training in 1978, and looking back, I'm dumbfounded that all 100-plus soldiers watching that day, that not a single one of us burst out laughing. I told many people about this film, but scant few believed me, probably because I told the story differently. As I remembered the film, I recalled that the stars of the film were "Gonorrhea the Gargoyle" and "Count Shankula."
They showed this to us in Boot Camp in 1975. It did a good job of driving the point home. Keep in mind the target audience was a bunch of 18 - 19 year old kids who grew up watching Saturday morning cartoons.

...Not even close. According to the World Health Org, only lung cancer is in the top 10 and kills WAY less people than heart and brain disease. If you are talking about the survival rate of those who have the disease, once again, cancer is no where near the top. Smallpox, Spanish flu, black plague, malaria and TB are at the top; no cancer is even in the top 15. Cancer is relatively serious but not comparitively

Some doctors conjecture that this is the reason cancer is more prevalent now than it used to be: now that people are dying less from communicable diseases, hunger and violence, they live long enough to get cancer.

...I would be suprised if many doctors didn't conjecture that. I was going to mention the thing about cancer rates where people are living longer but I didn't have room in one post. As time goes on and medicine improves worldwide, cancer is sure to climb the list.
