Deviat' raz - "nine times" refers to the nine times Putin as president addressed the nation on New Year's eve.
Tri bukvy - here rendered as "go get trucked" refers to a Russian obscenity for male genitalia, where, when one wants to say the equivalent of "go get x-ed," is the "place" to which one is sent.
"Devyat raz" means "nine times", referring to the number of times Putin, as president, gave the New Year's message to the Russian people. "Tri bukvy", meaning "three letters", refers to the word "хуй", which means dick, and is the worst word in the Russian language. What Putin is saying is the equivalent of an English person saying "I told him where to go using only four letters".
