You can select the head part in edit mode then type P to separate it. Then tab to Object mode, Hold Shift pick the body and make parent by Ctrl P. There you can rotate its head whithout those pesky armature rigging
you can also use an armature and parent the bones of the armature to some parts of the body thats the way you normaly animate caracters (pros allso use a second armature and some latices but i simply use a normal armature)
You could give it an armature if you want to spend awhile figuring out rigging and such, but to just make his arm move the way you were trying to, just look up shape keys for now.

yeah i tried to mod a mesh and do a mesh keyframe without success. Guess you got give it some armature, with some vertex groups.
