Surely that's why it's been left out. The Doctor has a lot of rules because he doesn't trust himself, and he doesn't think he's necessarily a good man - hence what he said about having so many. The audience knows otherwise, of course, and this video shows a few snippets of his dangerous life. It's perfect.
