I think 17 and under competitions are rare, but it's hard for someone your age to go up against a 18 or 19 year old. In a 17 and under, your upper body says you would be very respectable in such a competition and maybe win, even right now with only a little cutting.
great muscles and good looks. you look stage ready for a contest. start with a local and see how you do. don't put anymore ink on the body, if you want to be a fitness model, it detracts from the overall look and they don't like that.
