There is nothing cooler than basking tortoises :) They either get themselves into the weirdest positions or else make funny sleepy faces. The best is when they stretch out all their little limbs as much as possible to soak up the rays.

Electricity costs about 5-15 cents per kWh depending on the state you live in, which makes it about $3-9 per month. 160W bulb is a mid-high power one, so if you use a 100W one, it should be cheaper. You don't need to use a strong one during the summer as well. 12 > 8hours would only save less than couple of bucks per month.
oh right cheers mate. we thought it would be costing around £100 a month to keep it running:P would it be cheeper than having a computer running 10 hours a day? and can i ask 1 more question lol. is wood chippings bad to keep in the viv cause i heard mi tortoise can swallow a piece. or is that only when hes eating? sorry about all the questions :S
Depends on the computer especially whether it is a laptop or a desktop. It seems you're using a 60W lamp, so that might be similar to the energy usage of recent laptops. Your tortoise wouldn't actively eat the wood chips, so if you place the food on a plate you can avoid it to be eaten as a mistake. The chips sold specifically for reptiles are usually safe even if they are swollen. You have to be careful if you buy chips sold for garden uses.
the wood chips we got came with him and iv found a way to make sure he doesnt eat them by mistake by putting a square piece of cardboard on the floor with his dish in the middle. :)

This can be flexible, just like the daylight time. 12hours on > 12 hours off is the usual default.
