Wesker works for umbrella and Umbrella in Europe created the Nemesis to show they can make a better tyrant.The Nemesis can listen to orders unlike the other Tyrants so they unleashed on the remaining STARS members in raccoon city because they knew about the T-Virus and other horrors and they didn't want that information loose. Wesker was still under Umbrella at this time.
