I don't really hear any James Bond theme, here. But I DO hear the "screeching" creatures from the song Echoes @ 0:46-1:07. Quite relevant, since the opening PING notes from that song can be heard in "Hey You" (the preceding song on The Wall) during the bridge. Listen closely.

One of David Bowie's influences? The Wall was not one of Bowie's influences. I guess you are thinking of early Pink Floyd with Syd Barrett, a completely different style to the Pink Floyd which made this record.
