I did a bit more digging. They used a lot of the stuff inspired by Seeger's work in that film. Maybe Goofing off was part of it, but there were other things from the same album that Goofing Off is commonly featured on. I guess I can look up that album if you like :)
If you are thinking it was the main theme {with a guy yodeling}, then I don't think it is. It has been a while since I have seen "Raising Arizona", but I don't think it is.

No, he recorded it twice on his eponymously named 10-inch LP; once capoed and once without. The Smithsonian has a sample of the recording, and you can presumably buy it there. Google "goofing off suite" theme and follow their link.
