Because these are big, bulky, and impractical in certain situations. You can't net someone in a car, you can't net someone assaulting another person, it's not reloadable if you miss a running person, it may fail in tight spaces or indoors. Besides the fact that (bar a minority of police officers who don't use the tazer properly), you need a weapon that remotely equals the threat posed to you. A "softly softly" approach is mindless with some people.
Why don't they use these and other weapons on Somalia Pirates ?! Or we don't want to ruin their kidnapping and ransom operations, so no resistance is the proper action?
This is an excellent idea. It would give law enforcement an alternative to catch criminals alive without the need for brute force. Even though it's just a simple net, it will still incapacitate a criminal giving enough time for the authorities to nab him/her.

The device is propelled by a compressed air or CO2 charge. The launcher is basically a short length of pipe. The net itself has many variations, some are sticky while others are merely made of very fine nettings prone to tangling.

There is at least one company in the US which sells a similar product with a price tag of around $650 but they dont sell to anyone but law enforcement (I inquired). i would be a little scared to shoot something like that at an armed criminal. a good portion of the people committing aggravated robbery do not think every move through logically and would not stop to consider that they will surely be caught before shooting

Absolutely no. It's very hard to remove it, even other people help to remove net. It's almost impossible to remove net by catured person. And it's not only hard to remove, but also if you try to remove net, net would be more tight
Still not convinced, as we see a man in suit netted, with net floating freely over him. His feet are still out of it and he can lift the edge of the net Also the metal weights around the net could be only a hazard for eye injury during the shooting. The solution would be to remove those bare metal weights and to replace them with a thin ballast rope/sheath round the net with tiny pearl lead pellet-weights distributed inside the protective sheath in a safe fashion
Of course, if it's a gun, any other devices are useless. This cachingnet is more effecitve and useful, safe than other similar devices like gas gun, spray or stun gun.

Problem with this net: no draw strings for closing it like a pouch. Easy for the suspect to lift the net and remove it.
