I'm not entirely sure what you mean by 'fair' but it IS the least advantageous way of distributing experience within set rules (that is, without a NG+ file). 456 (each number stands for a character's level) is easier for the player to handle than 156, and 191 is not exactly perfectly comparable to 156, but in the long run a character at lv. 9 needs little support from the other two (pretty sure you can get around 5K HP at that level).
y'know, now looking at the numbers, i got a few Questions:
1. where did the exp that 1 was getting to get to 4 last time?
2. wouldnt taking exp from 5 or 6 and giving it to 1 make them less powerful?
My point of "fair" was so all the characters were average level and no one was too higher than the other. Keeping the party low levelled is more fair than keeping 1 or 2 low and the other high. I'd try keep them all balanced out as much as i can, as it would make it easier, but its your LLG so Gl.
You're thinking very much like I was on my first run: distribute "as evenly as possible", so that there are no big level gaps between the characters. But while there's a way of arranging the experience to achieve "456", "156" can be achieved as well.

Regardless, one character has to go to at least lv. 6 because YSLS-Zero in Kilika gives 350 exp.
ah, alright. I see. I do hope you dont get lazy with this challenge as it looks very interesting to see done at lower levels than me who spammed the spec dressphere as soon as i got it, but i saw you use it only to weaken and shield Rikku and Yuna and i was like :o wow!
No getting lazy, or Gilgamesh will not be pleased, and then you'll know how streong he is by experiancing it first hand >:(
I get less time for games these days, and when a challenge approaches one of those points where you need to grind or repeat a very tedious task for hours, I just switch to something more fun because I want to have fun in whatever free time I get, hoping that I get back to it again when I'm more motivated to sacrifice time for the fun to come.

i thought the 4-5-6 level distribution was more fair to the challenge, but its your challenge so go for it :)
