Legislation to prevent the abuse of restraints and seclusion in state funded and licensed group homes, residential treatment centers (in TX), needs enforcement and people who work in the schools should be held accountable for the deaths they cause.

Michael Owens 2011 homicide - the fifth child to die in the care of Daystar RTC in Manvel, TX, (4th to die from restraints), resulted in Daystar's closing. Shiloh RTC, on the same property, remains open.

It is time train staff how to deal with children...not with violence! Was it self defense which the staff thought they were practicing?

I wasnt sure I would ever see this day! Praise God, Thank You Jesus!!! My 7 year old was physically & emotionally abused by restraints in a Florida School. He was almost suffocated, suffered a cervical sprain, busted lip, bruised back & ribs & bleeding under the skin on his arms & torso. My son received E's on his report card in the conduct section. That means excelling at grade level expectations. DCF/CPS said he was abused & No one was held accountable!!!!!
