One thing that always bugged me about the dragons; in DBZ, Shendron says that he can't kill vegeta and Nappa because since he was made by Kami, he can't kill anything stronger than Kami. I think it just counts for how strong Kami was and not Shenron himself. Plus the energy that created the Shenrons was energy created from wishes, which must have needed a lot of power. The bigger the wish, the more energy created, the stronger the dragon.
