because in the begining he talks about iblees -shaytaan- and him disobeing god

so god kicks him out of heaven ...and iblees threats that he will get as much peopleas he can to hell ....then he talk about hell the suffering people will get in it and they will be there.......

4:37 he starts crying while repeating the aaya which allah says that he is the most mercaful upon us -and he keeps repeating it
