I've had an Nemertean expert contact me from the smithsonian institute to confirm the identification. It was found in northern New South Wales, Australia.

What it's shooting out is called a proboscis. It's what the worm (and a lot of worms have this) shoots out in order to dig or eat a prey.

Afaik only nemerteans have that type of proboscis. And yeh, it's used to catch prey by many of the carnivorous species.
