As a state, Louisiana has three generations of being 49th in education, an economy that doesn't grow, and the highest incarceration of black males per capita the population. I DROVE across the bridge August 30, 2005 with a black man in my car. JPSO cars blocked exits. I own Westbank property & I couldn't exit. Cars could cross, foot traffic couldn't. If you'd seen the Mad Max movie downtown became you'd know why. I was shot at & almost carjacked. Wasn't Harry Lee, but Arthur Lawson Police Chief of Gretna whose deputies fired 8/30.
