It gives the President power to veto specific parts of a bill presented to him (or her;-) rather then vetoing the entire thing. Bills often adress more than one issue and many say the line item gives the executive too much power to shape legislation. Look it up in wiki. (Bush doesn't use veto though. He uses "signing statements" which are basically illegal.

I'd like to see a few people in the press point out that Clinton was granted a line item veto, it was taken away when it was ruled un-constitutional. The Executive doesn't have the right to manipulate legislation. Bush is even an idiot or a liar when he makes this an issue. They KNOW they can't have a line item veto.

I think you forget that-was-then-this-is-Bush. You can have a line item veto when you stack the court and have complete control over both houses. The executive doesn't have the right to manipulate legislation, but the monolithic executive can do anything he damn well pleases.
