I downloaded the .dll from a trusted dll downloading site, placed into the correct folder, and did what I needed to make it work. Restarted my computer, and got the SAME ERROR!

.DLL files (all the files from system32) can be deleted or interupted by viruses, it have happened for me many times :)

Most times there's nothing to do about it.

But many times you have to enable the Windowsfiles again after they have been interupted.
