Well, I don't think he's a figurehead, though it's obvious that he's not an absolute monarchy as his title suggests. He has his own power base (the 10 K troop, all the generals, including the niece, he sent out to battle the monkey, obviously follow his order and are the forces he can count on), but it's not that powerful. On the other hand, he's powerful in a political way because he's the the head of the system and he's the guy every major faction

But he's the legitimate head of state of a country where there are lots of very powerful and not very united players, as a result, he can and will not become a dictator, but he's still very powerful simply because of his legitimacy and his office (he kicked infamous warlords out of the country) provided he's skillful in his political balancing act.
