Rotoscope? Uh uh, sorry. The movement has a very unpleasant, robotic rhythm to it and is the polar opposite of the feel that rotoscoping would give it. The animation is extremely precise and laborious but there are approximately zero principles of good animation on display here.
@Japanamaniac: Max Fleischer and Disney used this technique throughout the 1930's. The opening of this is an unabashed theft of "Out of the Inkwell, Comes Koko the Clown." Fleischer's first big hit. Then B. Boop and Popeye.
