even in the other muslims all of them country is allowed but this is not problem for saudi women
it's only few of them have a problem of this issues..for me is much more safer cuz

and it depands on the place..sotimes i find hijab and covering what i'm wearing is blessing

Reason why Women aren't allowed to drive is so they dont meet random strangers in public, dont be harrassed like they do in the west, dont be raped, dont be insulted.
