That 2002 version of Rugal is...ugly. Could just be the palette, but he looks like his fashion-sense took a dump. Plus he looks like he's been hitting the 'roids. :P Whichever they used for CvS definitely seems to have been his best look.

Word of God(ie SNK themselves) said that Omega Rugal from '98 is the strongest Rugal. That Rugal has an Ashura Senku called Vanhsing Rush....that does massive damage....and Gravity Smash, a projectile God Rugal is TRYING to use but fails.

I don't know. I play KOF 2002 and the Rugal is freaking hard even on Easy Mode. The 2002 Rugal should be doing Genocide Cutters non-stop. Unless you just turned the AI below Easy, maybe Super Easy. XD But that 2002 Rugal shouldn't be that easily beatable.
