By all rights, the enemy general should have just let his archers kill Jackie Chan. But he decided to give Jackie's character the chance to die with honor, technically a tactical blunder. I don't think he expected for so many of his soldiers to die: he couldn't let so many of them get needlessly slaughtered, so he did the pragmatic thing. As a general, he did what he should have, and also showed respect to an indomitable spirit.
We don't see this kind of respect and sportsmanship today.

In history he died due to political squabble and was executed for a crime he was framed for. In the movie, he witnessed the same people plotting to go against the emperor, therefore he had to die.
I kind of respect the rebel general leading the battle against Jackie Chan. He had the chance to make it quick and end it with his archers but he decided to honor Jackie with a worthy final battle.
