I think you're talking about "delay" effect. Go to Guitar Center and someone will teach you how to do it, it's pretty easy.

It's actually called a Detune Effect. Again like the guy said below if you go to a music store someone will help you out. Also it's found on most digital effect pedals.

@Raahem14 Pretty sure @deathofadecade didn't mean that effect. The solo sound is a Whammy which was the sound that @PRSpl4yer was asking about. The sound at the start (not Ryan, the guy with the white PRS) is a Trem setting.
