XD there's no lvl restriction on the flying quest, you can get the powder beforehand. So you can probably go fight the frog with some lv20s now and when lv15 you can just go and see that guy in eversun

Devil's Robe is lv 38-40, but you can buy the paper clothese anybody can wear :D

The after-lv-20-paying server is the Chinese server, which is perfect and still expanding, anthough I think there's an IP ban so you can't play it.

As far as I know for sure: he US and EU server are free forever! But there's an IP ban too - so if you live in EU you can't play US and vice versa.
