I'm happy that these foreigners are having fun. They are customers. They buy the local food, stay in the hotel, and rent boats on the Mekong River. They bring income to the Lao businesses which provide jobs to the Lao people

have you been there! if the tourist weren't there this people would have nothing because this is a place in fucking middle of nowhere, now it is actually a pretty nice town, and sure people party, but what is the big deal? It isn't like it's against the laws and the peoples beliefs in Laos.
