This will never fly, but using condemned violent criminals for medical experimentation would be a proper punishment and could save lives. We experiment on animals for medical research and at best, it's inconsistent and cruel. Killers are "human" and medical test results would be more accurate.

Again, this will never be allowed, but just an idea.

Most of the super prolific killers have come from 3rd world countries where the only justice is the kind you pay for (Lopez, Garavito), countries experiencing severe instability (Chikatilo, Onoprienko ), or wily killers who find holes in the system (Shipman, Ridgway). I do see your point, but Asia produces killers as well, you just don't always here of them.
