He thinks that 39% is a good number. 39% is FAIR for people to pay. I wonder what people in 1913, before the implementation of the graduated income tax, would have said if you told them that some people in this country would pay 39 cents on every dollar they earn to the Federal Government. Think about it... better yet, write it down. THIRTY NINE PERCENT. This is in addition to State and Sales taxes, property taxes, business taxes, etc... Why would anyone want to run a business in that formula?
Those who grow up poor face many more obstacles. And those who succeed do so largely due to the opportunities created by the society they live in. For example, Bill Gates' father was on TV arguing that the "death tax" should be repealed because the wealthy are indebted to society. Read John Rawls' theory of justice, especially on the veil of ignorance.
Rich kids face obstacles as well. For one thing, they inherently lack ambition. Go compile a list of the greatest achievers in our day and you'll realize that most of them grew up poor and working class.
The poor are not "non-working". A substantial number of Americans are working full-time under the poverty line. The middle-class has had their real wages decline while the wealthy have seen theirs skyrocket.
To say that the poor are morally-challenged is just really sick. People need to start being thankful for what they have and stop assuming that they are fully responsible for their own good fortune.

He didn't dodge the question whatsoever - he answered it right off the bat, then tried to elaborate/clarify. But as usual, a guest of O'Reilly's couldn't finish half a sentence without being interrupted.
