If people would watch Star Wars from Episode I (The Phantom Menace) to Episode VI (Return of the Jedi), it would make sense. The galaxy transforming from republic to empire, and back to a republic again. Palpatine/Darth Sidious may have been evil and a lier, but he was a genius. The Clone Wars was all a setup, because he was using it to convert the galaxy into an empire.
Lucas caught a break by getting a not yet 40 year old Ian McDirmid to play the Emperor back then instead of getting an old man. Having the same actor play him 20 years later ws quite a coup.
It is true that Darth Sidious is one of THE best villains ever created. It is interesting to note that in some parts he is a metaphor for one of history's greatest villains: Adolf Hitler

Even when I was 10, RotJ made me cheer for the Emporer. His power and smarts seemed too much. I enjoyed when he shocked Luke into an attempt to the dark-side (always wins in the end if Lucas counts the novels and comics).

Ian commented in an interview that when he first played the role he was in his 30's playing a much older man then when it came to the prequels he was trying to play a younger man. This posed problems when training for the action scenes so the fight coordinator showed him a couple of things then. Christopher Lee who played Count Dooku on the other hand had a background in fencing from previous movies.

In any case, to take the best story elements from Nazi Germany, Imperial Rome, Samurai Movies and Westerns and make such an epic story is a great feat of storytelling.

Palpatine is very strong in the Force and has gifts of foresight and mind reading. He is also very clever. He could sense Anakin's feelings and used them to discern what was causing him distress, to manipulate the young jedi into believing him the key to Padme's life. He knew that Anakin was confused and unstable and that he would likely do something irrational. He predicted Anakin's arrival and, as soon as he sensed the young jedi's presence was close enough, threw the fight and set the stage.
When Palpatine fought Windu he wasn't holding back cuz there rlly wasnt any reason, plus the other Jedi that Palpatine killed were just Knights, Windu was a Master =)
Of course he had a reason to hold back. What would it have looked like to Anakin if he walked in and found all four masters dead and Palpatine standing over them unscratched? Palpatine needed Windu alive in order to convince Anakin that the Jedi were treacherous. He set himself up in a "helpless" position in order to play the victim and take advantage of Anakin's noble nature. Lo and behold, it worked.
The only reason Mace Windu survived as long as he did, is because the chancellor could sense tha Anakin was getting near, so he made himself appear weak in order to manipulate Anakin further.
Samuel L Jackson does not go down without a fight! Plus I believe I seen a special on the making of revenge of the sith and Samuel wanted to go down kicking ass...think about...Samuel L Mother Trucking Jackson! he is easily worth 4 jedi any day.

well you do have to take into account that it wasn't corrupt until palpatine got into politics. All that stuff about the senate being under the influence of the dark lord of the sith might have had something to do with it. but i totally agree with you on the military lol.

Palpatine is very strong in the Force and has gifts of foresight and mind reading. He is also very clever. He could sense Anakin's feelings and used them to discern what was causing him distress, to manipulate the young jedi into believing him the key to Padme's life. He knew that Anakin was confused and unstable and that he would likely do something irrational. He predicted Anakin's arrival and, as soon as he sensed the young jedi's presence was close enough, threw the fight and set the stage.

Of course he had a reason to hold back. What would it have looked like to Anakin if he walked in and found all four masters dead and Palpatine standing over them unscratched? Palpatine needed Windu alive in order to convince Anakin that the Jedi were treacherous. He set himself up in a "helpless" position in order to play the victim and take advantage of Anakin's noble nature. Lo and behold, it worked.
