If this is from the 1930's, and it looks like it is, the narrator's math if off. The great fire of 1886 was about 50 years previous, not 70 years, as he says.
One factor is that Vancouver Island wasn't part of British Columbia but it's own colony. Vancouver Island was enticed to join and one of the lures was that the capital city would be there.

Very Nice Find!!! But.....In All Honesty New Westminster Should Have Been the City To Have Kept the Capital Designation..For It Had Been Named As Such BEFORE Victoria Was....As Because Of How Vancouver Has the higher Density NOW... Should Be Our Capital City.

And vancouver buildings in 1930 were the same as victoria buildings today, if not bigger.
