Sorry this is such a late response to your question. Finally we have a new goverment in Belgium. When they were forming this new goverment, the old goverment kept funding all the official services such as health care, law enforcement, the military etc... So while the negotiations were going on in order to form a new goverment, the old one kept doing its job. I hope this explains something.

Our government is ultimatly controled by the citizens but we have become so complacent with it we just complain and point fingers.
