I know Homebrew is like user made games, but this isn't a user made game, and I saw a message saying "completing game" or something.

You download a hacked Save File for TP, which overwrites your normal one (so back it up), load it in TP and talk to the person in front of you. It should then install teh Homebrew Channel, allowing you to download Homebrew applications, like this.
