You do realize that this song is a biting bitter recrimination of what was going on in america during the early 80's when Reagan's economic policies were devastating farming communities in the mid-west and when his social policies were destroying poor inner-city communities all over the country.
This song is about how the urban poor and rural farmers were being ignored and abused by the government thanks to policies which greatly benefited the rich and corporations.

I'm 17 and when I grew up in the 90's, this is just one of those songs you remember growing up with, either if your parents were playing in the car down a long road or something. All my life, until I now, I thought "little baby cows for you and me." and I never quite understood why. He was actually saying "Little Pink Houses" ...the title of the song.
